HEADLEY PARISH COUNCIL
Minutes of the Meeting of AMENITIES AND RECREATION COMMITTEE held on
8 March 2010 at 8.00pm in the Parish Office, Arford Road, Headley.
Present: Cllr J Grevatt (Chairman), Cllr D Chamberlain, Cllr R Clifford, Cllr R Hall, Cllr G Hopwood, Cllr D Parfect and Cllr R Stubbings
Also in attendance: Mrs L Farley (Parish Clerk), Mr D Skinner, Warden of Arford Common, Mr C Harrod, Headley Sports Management Association, Mr R Proudlock and 25 other members of the public.
A054/09 APOLOGIES FOR ABSENCE
Apologies were received from Cllrs Williams, Tregay (Vice-Chairman), Truelove, Luff and Burns
A055/09 DECLARATION OF INTERESTS
No Members declared any personal or prejudicial interest on any item on the agenda.
A056/09 MINUTES
a. The Minutes of the 18 January 2010, having been circulated prior to the meeting were confirmed and signed.
b. The minutes from the Allotment Sub-Committee, held on Monday 22 February, 2010, that had been previously distributed, were duly noted. The Chairman reported that as the Allotments were a charity, all recommendations for the Allotments had to be taken by the trustees in a separate meeting. He also reported that an allotment trustees meeting would take place immediately after the next Full Council meeting and that the agenda for this had been distributed today.
It was RESOLVED to alter the order of business and bring forward item 7 on the agenda to accommodate those present.
A057/09 FOOTPATHS AND RIGHTS OF WAY
a. The Chairman asked for a spokesperson to speak on behalf of the members of the public who were present regarding the situation in Hilland Woods, whereby the owner of the woods had denied through access. Mr Proudlock reported that he had submitted 85 witness statements in an application to HCC for the footpath to be included on the Definitive Map. Members were unanimous in their support of Mr Proudlock and his right of way application.
b. Members received and considered a proposal to divert Headley Bridleway No 13 and it was
RESOLVED to repeat their previous comment that they saw no reason to divert this long established bridleway.
c. The Chairman reported that the Countryside Access Officer responsible for this area had advised the Clerk that he would arrange for the new extension to footpath 28, onto the Village Green, to be cleared before the end of March.
A058/09 CHAIRMAN’S REPORT
There was nothing to report.
A059/09 SPORTS MANAGEMENT COMMITTEE
Members received and noted minutes from the Headley Sports Association Management Committee Meeting, held on 11 February, 2010, which had been previously distributed.
A060/09 ARFORD COMMON
b. Members noted the expenditure from the Arford Common allocated budget that had been previously distributed.
c. Members noted a report from the Clerk that had been previously distributed and is attached herewith.
d. Mr Skinner, Warden of Arford Common, reported that only one more volunteers’ working session would take place now due to the bird nesting season. He conveyed his thanks to the Clerk for her support and also to Mr Wingfield, the tree surgeon who had acted so swiftly to make the Common safe after the severe weather in January. He also conveyed his heartfelt appreciation of the volunteers who had worked so hard during the winter season and Members offered to extend the invitation to their forthcoming Volunteers’ Reception as a small token of thanks to the stalwart volunteers.
A061/09 TREES
Members received and noted correspondence from Mr Vincer, thanking them for sponsoring his attendance at a Tree Inspection Course at Merrist Wood, in November 2009.
A062/09 FINANCIAL REPORT
Members received and noted the report of income and expenditure from 1 April 2009 to 31 February 2010, that had been previously distributed and is attached herewith.
There being no further business the meeting closed at 8.50pm.
