  1. HAMPSHIRE ASSOCIATION OF LOCAL COUNCILS

a.       Members to decide on 2 delegates to represent HPC at the Hampshire ALC AGM on Saturday 23 October 2010 at St Swithun’s School in Winchester, details previously distributed.

b.      Members to consider a response to a council tax increase referendum consultation, details previously distributed by email.  Note the closing date for a response is 10 September.

 

 

  1. FINANCIAL MATTERS

a.       To receive and approve the Income and Expenditure report for the period 1 April 2010 to 30 August 2010, previously distributed.

b.      To receive and sign as approved, a list of payments made during July & August 2010, previously distributed.

c.       To receive and approve the bank statements and corresponding bank reconciliations for July 2010.

d.      Members to note and consider correspondence from Nat West regarding the current Bank Deposit Guarantee Scheme.

e.       Members to approve the use of a variable Direct Debit for payment of telephone services/utility supplies.

f.       Members to consider advertising the Headley Report for sale and for how much.

g.       Members to note that a donation of £20 towards the War Memorial restoration had been received from Mrs Garron, a visitor from Canada.

 

  1. VILLAGE FETE

a.       Members to consider a request for a bungee trampoline to be permitted on the Village Green at the Village Fete on 18 September 2010.

b.      Members to consider a request for an inflatable slide to be permitted on the Village Green at the Village Fete on 18 September 2010.

c.       Members to consider a request for an archery activity to be permitted on the Village Green at the Village Fete on 18 September 2010 by Standford Archers, with only verbal assurance that their public liability cover is current (copy provided expired in February 2010).

d.      Members to consider permitting a fun fair on the Village Green at the Village Fete on 18 September 2010.

    

  1. PARISH PLAN

      Members to consider drafts of the Parish Plan ‘Biodiversity’ section and how best to publish it.

 

  1. WAR MEMORIAL

a.       Members to receive a report from the Clerk regarding replacement of the stolen flagstones.

b.      Members to receive an update from the Clerk regarding the restoration and cleaning of the memorial.

 

  1. LARGER COUNCILS’ FORUM

a.       Members to consider who will represent HPC at the 6 October 2010 forum.

b.      Members to consider any items they require to be added to the agenda for the Larger Councils’ Forum.  Minutes from previous meeting, 7 April 2010 distributed by email.

 

  1. LOCAL BROADBAND

Members to receive a report regarding the local broadband speed currently available only via copper wire.

 

  1. INTERNAL COUNCIL MATTERS

a.       Members to consider providing identity badges for use of the Members and staff of Headley Parish Council (minute C048/10(d), 5 July 2010, refers).

b.      Members to consider adopting new Standing Orders that had been previously amended by the working party formed for this purpose, minute C35/10(a) June 2010 refers.

c.       Members to ratify Cllr Tregay as Chairman of the Planning Committee and to elect a Planning Committee Vice-Chairman.

d.      Members to consider retaining Planning Committee terms of reference (minute C016/10(a) May 2010, refers).

e.       Members to consider their continued membership of the Planning Committee and their ability to fulfil their obligations to this committee.

f.       Cllr Roffe to propose which committees he would prefer to be appointed to.

g.       Members to elect a mentor for Cllr Roffe.

 

 

  1. TRAFFIC ISSUES

a.       Members to consider changing the contractor responsible for deploying the Speed Limit Reminder Sign (SLR).

b.      Members to consider applying for a license from HCC to deploy the SLR to enable the change of contractor.

 

  1. TRANSPORT

a.       Cllr Hopwood to report on a  meeting that he attended to discuss changes to concessionary fares, (minute C050/10, July 2010, refers).

b.      Members to consider comment to be made regarding proposals to change concessionary fares.

c.       Members to consider a response to the HCC consultation on a proposed Local Transport Plan 3 (LTP3) Strategy for the County, information previously distributed by email.

d.      Members to note the HCC Highways and Transport survey entitled ‘National Highways and Transport Public Satisfaction Survey’ which will be emailed for individual responses.

  1. PARISH LAND

a.       Cllr Luff to give an update on Standford land.

b.      Members to note that the owners of Sawmills Farm, Whitehill Road (The Old Timber Yard), have applied for planning permission for continued use of land for the storage of skips.  (34206/015)  This land adjoins Standford Land.

 

 

 

Members of the public are welcome to attend meetings of the Council and its committees.  General questions will be taken before the main business of the meeting and any comments on an agenda item will be taken at the appropriate time.  Relevant documentation is available from the Clerk in advance on request.  Matters requiring further consideration will receive a reply in writing
