Minutes of the Meeting of the FULL COUNCIL held on Monday 25 January 2010 at 8.00pm in the Village Hall, Arford Road, Headley.

C125/09 APOLOGIES FOR ABSENCE
Apologies for absence were received from Cllrs Hopwood and Truelove.
C126/09 DECLARATION OF INTERESTS
There were no declarations of interest.
C127/09 COUNCIL MINUTES
RESOLVED that the Minutes of Full Council held on 15 December 2009, having been circulated prior to this meeting, were confirmed and signed as a correct record with the following amendment to the first line: ….held on Tuesday 15 December 2009….
C128/09 COMMITTEE MINUTES
The Council received the Minutes of
a. The Planning Committee held on 19 January 2010.
b. Amenities and Recreation held on 18 January 2010.
C129/09 CHAIRMAN’S REPORT
The Chairman reminded Members of the importance of engaging with the community and recommended that they attend a forthcoming event hosted by EHDC on Tuesday 23 February 2010 at 7pm. Details of this had been emailed to Members. He also reported that several requests for Grit Bins had been received and had been added to the existing list of requests.
a. The following Highway Orders for road closure were noted:
· That part of Gentles Lane and Hurland Drive from its junction with Liphook Road to its junction with Tunbridge Lane for a period of up to 3 days between February and March 2010.
· That part of Barley Mow Hill from its junction with Arford Road to its junction with Churt Road for up to 3 days between February and June 2010.
· That Whitehill Road, Headley, from its junction with Hollywater Road to its junction with Standford Lane between February and march 2010 for up to 2 days.
In each case this was to allow for highway works to be completed.
b. There was no County Councillor report.
Cllr Williams reported that a partnership may be formed between EHDC and some Parish Councils to formulate a plan for severe weather conditions. Currently Horndean PC, Bentley PC and Grayshott PC were involved and Cllr Williams recommended that the Clerk make enquiries about this.
C132/09 FINANCIAL MATTERS
a. RESOLVED that the Full Council income and expenditure report for the period 1 April 2009 to 31 December 2009 be received and signed as approved and is attached herewith.
b. RESOLVED that a list of payments made during December 2009, which was distributed at the meeting, be approved and signed and is attached herewith.
c. Members received bank statements and the corresponding bank reconciliation for December 2009 and asked that they be queried and presented again to the next Full Council.
C133/09 PARISH PLAN
Members received a biodiversity document from Mrs Rosemary Schofield and after consideration it was
RESOLVED that the Parish Plan Sub-Committee would meet to consider the document. Members requested that the Clerk write and thank Mrs Schofield on their behalf.
C134/09 TRAFFIC ISSUES
Members received and noted correspondence from DH Egan, Col Comdt SEME which had been previously distributed.
C135/09 INTERNAL PARISH COUNCIL MATTERS
a. Members received and approved the schedule of meetings which had been previously distributed and is attached herewith.
b. Members received and noted information from P Dubus, Electrician, regarding the Parish Christmas tree lights. Cllr Tregay agreed to investigate the possibility of combining LED lights with the existing incandescent lights.
c. RESOLVED to ask in the next Headley Report for email addresses of those who would like to receive the quarterly Headley Parish Council Newsletter by email.
C136/09 COUNCIL REPRESENTATIVES
Members received urgent reports as follows:
Headley Sports Association (not as Trustee)
Cllr Grevatt reported that Developers’ Contributions and Community Project fund grants had been approved for the Headley Cricket Club. He also reported that he and the Clerk had arranged a meeting with Headley men’s Football Club representatives to discuss the proposed dugouts.
C137/09 STAFF ISSUES
a. Members considered the recent forced Parish Office closures which had arisen due to the adverse weather conditions and after consideration it was
RESOLVED that the Council’s policy would be not to clear snow or ice from the access to the Parish Office as it could not be guaranteed that it would be done consistently.
Due to the confidential nature of the business about to be transacted, it was
RESOLVED to ask members of the public and press (had there been any), to leave the meeting.
b. RESOLVED that time lost by staff, due to the recent severe weather conditions would be made up or taken as holiday by the end of March 2010.
There being no further business the meeting closed at 9.08pm.
