Minutes of the Meeting of the FULL COUNCIL held on Monday 4th July 2011 at 8.00pm in the Village Hall, Arford Road, Headley.

C050/11 COUNCIL MINUTES
The Minutes of Full Council held on 6th June 2011, having been circulated prior to this meeting, were confirmed and signed as a correct record.

The Council ratified the Minutes of the following committees:

C052/11 CHAIRMAN’S REPORT
The Chairman reported that:
C053/11 HAMPSHIRE COUNTY COUNCIL MATTERS
a) No Highway Orders to report.
b) There was no County Councillor’s report.
C054/11 EAST HAMPSHIRE DISTRICT COUNCIL
Councillor Williams reported that
· There was an opportunity for Parish Councils to send representatives to Planning Training. There are two dates, the 9th July at Penns Place, Petersfield and
23rd July at Alton Assembly Rooms Sessions both will start at 9:30 am and finish at approximately 11:30 am.
· A meeting took place on Monday 27th June at Lindford Village Hall to discuss the new look Community Forums and the practicalities for Parish Council’s. The invitation was to Parish Clerks and their respective Chairman from the North East area comprised Grayshott, Lindford, Liphook and Bramshott and Headley. The first Community Forums are likely to be partly training based.
C055/11 PETITION – REQUEST FOR A PATHWAY ALONG THE EDE OF THE VILLAGE GREEN
Mr and Mrs Kempton were given the opportunity to highlight their concerns direct to the Parish Council. Mrs Kempton stated that the residents from the Hilland estate currently have to traverse over the Liphook Road junction to cross over to the Village Green and the Bus Stop. During the winter months in particular people tend to walk in the road as the grass is often wet and muddy. Mrs Kempton highlighted that as residents are walking in the road there is a risk of someone being injured or even killed due to the speed of the traffic. Drivers reportedly pull into the bus stop unexpectedly to use their mobile phones.
Members discussed the most appropriate material for a footpath, the route either in front of or behind the bus stop and whether it should have a raised curb. Members also discussed the possibility of extending a path around the Village Green to Arford Road.
It was RESOLVED that the Clerk investigate the Highways implications and costs of running a footpath from opposite the pedestrian exit from the Hilland Estate long the Village Green, in front of the Bus Stop with a raised curb and tarmac surface AND to also obtain a cost for continuing a footpath around the edge of the Village Green to the Arford Road.
C056/11 FINANCIAL MATTERS
a) It was RESOLVED that the Full Council income and expenditure report for the period 1 April 2011 – 30 June 2011 be received and signed as approved and is attached herewith.
b) It was RESOLVED that a list of payments made during June 2011, which had been previously distributed be approved and signed and is attached herewith.
c) Members received and noted bank statements and the corresponding bank reconciliation for May 2011.
C057/11 INTERNAL COUNCIL MATTERS
a) Members considered a report by David Nobes who has completed an insurance valuation of the Pavilion building. It was RESOLVED to write to the Headley Sports Association recommending that the Pavilion is insured for £729,000 in addition to the surveyors and engineers fees for full reinstatement based on 11%, £80,190 thereof.
b) It was RESOLVED to note the letters of thanks to the Parish Council for Grant awards for 2011.
C058/11 COUNCIL REPRESENTATIVES
a. Police Liaison Mr T Eamey
Police surgery times for the next three months have been posted on village notice boards.
b. Three Parishes Fund Mrs W Rix/Mrs C Wilson
Annual Report 2010 circulated. Mrs Wilson will continue to the Parish Council representative for a further term.
c. East Hants Association of Town & Parish Councils Cllr R Clifford/Cllr D Tregay
Clerks report from the meeting on 15th June 2011 was circulated.
d. Headley Down Community Assoc. Cllr G Hopwood
Radian Housing Association has now taken over from Drum Housing. An estate walk is scheduled on Heatherlands with representatives from Radian, EHDC and HDCA.
e. Headley Sports Association Cllr R Clifford/Cllr R Roffe
Nothing of note to report from the meetings.
f. Public Transport Co-ordinator Cllr G Hopwood
There issues concerning the bus at Holme School are still ongoing.
C059/11 AUTUMN NEWSLETTER
It was RESOLVED that the Clerk send out a reminder for items by e-mail running up to the August deadline.
C060/11 EAST HAMPSHIRE CONSERVATION & DESIGN AWARDS 2011
It was RESOLVED to note the details of the scheme and that currently there were no nominations within the Parish.
C061/11 NOMINATIONS FOR EAST HAMPSHIRE OLYMPIC TORCH BEARERS RESOLVED to forward the information to Headley Sports Association.
C062/11 PARISH LAND
Cllr Luff reported that the grass had grown back and that there were no signs of access to the land.
