HEADLEY PARISH COUNCIL

 

Minutes of the Extra-ordinary Meeting of the FULL COUNCIL held on Monday 25th July 2011 at 8.00pm in the Village Hall, Arford Road, Headley.

 

Present:   Cllr A Williams (Chairman), Cllr D Chamberlain (Vice-Chairman),

                  Cllr M Roffe, Cllr A Luff, Cllr R Clifford, Cllr R Stubbings,

                 Cllr J Truelove and Cllr G Hopwood

           

Also Present:  Miss K Knowles (Parish Clerk) Mrs Tanya Hampshire (Assistant Parish Clerk) and 60 members of the Public.

 

C063/10   APOLOGIES FOR ABSENCE

Apologies were received from Cllr D Tregay and it was RESOLVED to accept the apology.

 

C064/10   DECLARATIONS OF INTEREST

Cllr A. Luff declared a Personal and Prejudicial interest in item 3 a), b) and c) as the legal tenant of the Rectory Field. Councillor Luff left the meeting and did not return.

 

                The Chairman thanked the members of the public for attending the meeting and stated that this evening’s meeting was not a public meeting to decide the future of the Rectory Field but a meeting of Full Council which the public are welcome to attend. He drew attention to the three items on the agenda that the Parish Council would be considering.  The Chairman noted that members of the public may have their own thoughts on the Rectory Field and therefore proposed to allow comments before moving onto item 3 of the agenda. Before comments were invited the Chairman presented a personal resume of the recent history of the Rectory Field referring to its planning history, the Parish Council’s desire to lease additional land from the Diocese for football pitches at Headley Playing Fields, the recent application by the Headley Society for the Field to be registered as a Village Green and finally the leasing of Diocese land to Mr Luff which included the Northern section of the Rectory Field. The Chairman then invited questions from members of the public.

 

C065/10   THE RECTORY FIELD

 

a)      It was RESOLVED to ratify the Parish Council’s support for a Permissive Path around the edge of the Northern section of Rectory Field in order to provide safe passage for pedestrians from Long Cross Hill to the High Street.

b)      It was RESOLVED that the Parish Council enter into negotiations with the Diocese to lease the Northern section of the Rectory Field (subject to the existing tenant’s agreement to relinquish his lease).

c)      It was RESOLVED that the Parish Council enter into negotiation with the Diocese to purchase the Northern section of the Rectory Field (subject to the existing tenant’s agreement to relinquish his lease

 

There being no further business the meeting closed at 9.07pm.
