MINUTES of a meeting of the PLANNING COMMITTEE held on Tuesday 19th January 2010 at 8.00 p.m. in the Parish Office, Arford Road, Headley

P75/09.            APOLOGIES FOR ABSENCE

Apologies were received from Cllrs Burns, Clifford, Grevatt, Hopwood, Luff, Truelove and Williams.

 

P76/09.            MINUTES

                        The minutes of the meeting held on 7th December 2009 were CONFIRMED as a correct record and SIGNED.

 

P77/09.            DECLARATION

                        Members were reminded of their responsibilities to declare any personal or prejudicial interest that they may have had in any item of business on the agenda.

 

P78/09.            PLANNING DECISIONS

                        The following decisions were circulated at the meeting:

                        a) 49780/003 – Detached dwelling with parking and landscaping, Heathworthy, Grayshott Road, Headley Down – REFUSED

                        b)  49977/003 – Conversion of dwelling to form one three bed house and one two bed house (amended drawings received 10/11/09 and 18/11/09), 28 Phillips Crescent, Headley – PERMISSION

                        c)  36832/005 – Car port to side, Karma, 112 Seymour Road, Headley Down – PERMISSION

                        d)  20139/004 – Detached garage to front following demolition of garage, Holly Bank, Whitehill Road, Standford (Headley Parish) - PERMISSION

 

P79/09.            PLANNING APPLICATIONS

                        It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

                        a)  20662/059 – Highland Properties Ltd – Certificate of lawful use – proposed use of land for the parking of motor vehicles ancillary to the existing uses within the trading estate, Broxhead Trading Estate, Broxhead Farm Road, Lindford (Headley Parish) – NO OBJECTION

                        b)  35278/013 – Two replacement dwellings with associated garages (revision to 35278/012), Lower Coombe Farm, Churt Road, Headley – NO OBJECTION provided the garage is used for the parking of private vehicles and ancillary domestic storage only and for no other purpose.

                        c)  22993/034 – Elsmore Construction – Three detached dwellings with shared tennis court, Opax Farm, Spats Lane, Headley – We object to this application on the following grounds:

                                                              i.      The floor spaces of all three dwellings exceed that which was stipulated in the previous outline planning permission 22993/033 and the building that has permission to be converted into a dwelling with an agricultural tie was to be single storey.  Also, with regard to the agricultural dwelling, there is no evidence that the conditions of Policy H14 have been complied with before the accommodation building is demolished.

                                                            ii.      We have concerns that the garages are attached to the dwellings as this has the potential of becoming an annexe to already large dwellings of 339m².  This would be against the spirit of Policy H16 and therefore we consider the garages should be separated from the houses by 5 metres.  We would then like to see a condition that the garages are used for the parking of private vehicles and ancillary domestic storage only and for no other purpose.

                                                          iii.      Permitted developments should be removed as indicated in the outline planning permission.

           

P80/09.            DECISIONS ON LOPPING/FELLING TREES

                        a)  36913/007 – Prune three oaks and one sweet chestnut, fell one birch and one oak, fell three rowans and prune one beech, Dreyside, Linden Road, Headley Down – CONSENT

                        b)  36913/008 – Fell two hollies, Dreyside, Linden Road, Headley – REFUSED

                        c)  32726/001 – Prune one beech, Laurelee, 12 Furze Hill Road, Headley Down - CONSENT

                       

P81/09.            APPLICATIONS TO LOP/FELL TREES

                        It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

                        There were no applications to lop/fell trees.

 

P82/09.            CHANGE OF USE FROM B1 TO WASTE AND RECYCLABLE TRANSFER STATION, LINDFORD BUSINESS PARK, CHASE LANE, LINDFORD

                        It was noted that this application was considered by the Regulatory Committee, as outlined in an e-mail previously distributed and that we would be informed of the decision in due course.

                       

P83/09.            HEDGE CUTTING NOTICES

                        The current hedge cutting notices issued were noted.
