MINUTES of a meeting of the PLANNING COMMITTEE held on Monday 1st February 2010 at 8.00 p.m. in the Parish Office, Arford Road, Headley

P85/09. MINUTES
The minutes of the meeting held on 19th January 2010 were CONFIRMED as a correct record and SIGNED.
P86/09. DECLARATION
Members were reminded of their responsibilities to declare any personal or prejudicial interest that they may have had in any item of business on the agenda.
Cllr Williams declared a personal prejudicial interest in item P88/09 (b) as a neighbour of the applicant is a client of his.
P87/09. PLANNING DECISIONS
The following decisions were circulated at the meeting:
a) 20662/058 Retention of flue, Broxhead Trading Estate, Broxhead Farm Road, Lindford (Headley Parish) REFUSED
b) 24129/029 Two dug-outs on west side of football pitch, Headley Playing Fields, Mill Lane, Headley - PERMISSION
P88/09. PLANNING APPLICATIONS
It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:
a) 52001/001 Mr Arnott Repositioning of new garage and LPG tank (amendment to previously approved scheme), Trottsford Farm Cottage, Picketts Hill, Headley NO OBJECTION

b) 39903/002 Mr Keenan Single storey extension to side, increase in roof height with dormer window to rear, pitched roof over garage, porch to front and alteration to fenestration (revision to 39903/001), Pinehurst, Headley Hill Road, Headley NO OBJECTION
Cllr Williams returned
c) 24934/010 Mr P Whiteley Retention of three illuminated signs to front, Whiteleys Family Restaurant, Robin Hood Lane, Standford (Headley Parish) We have NO OBJECTION to the lettering but OBJECT to the method of illumination as it is too obtrusive and dominant in this rural Conservation Area where there is no other street lighting.
d) 36993/002 Mr Allen Construction of a timber framed carriage house to accommodate two vehicles, Bellavista, Arford Common, Headley NO OBJECTION
e) 23725/050 Mr L Allen-Vercoe Replacement garage/home office building following demolition of stable block, garage home office, Wishanger Manor, Frensham Lane, Churt (Headley Parish) We OBJECT to the size and bulk of the proposed garage/home office and consider it should be a single storey building similar in height to the existing building for which a certificate of lawfulness applies. It would be obtrusive and highly visible due to its prominent setting and therefore contrary to Policy GS3 and HE1. No details are given for the height or species of the trees used to provide screening to the south of the property. No screening is proposed to the east where the proposed building would also be visible from Frensham Lane. Any permission granted should have a section 106 agreement to prevent it being used as residential accommodation in the future.
P89/09. DECISIONS ON LOPPING/FELLING TREES
The following decisions were circulated at the meeting:
a) 23925/013 Prune three oaks and one cypress, and fell two oaks and one beech, Scout Hut, Beech Hill Road, Headley Down CONSENT
P90/09. APPLICATIONS TO LOP/FELL TREES
There were no applications to lop/fell trees.
P91/09. APPEALS
31714/009 - Mr P McCloud - Conversion of agricultural building to dwelling, Land west of 1 Rose Cottages, Fullers Vale, Headley. It was noted that this appeal was ALLOWED.
P92/09. HAMPSHIRE MINERALS & WASTE CORE STRATEGY
The comments compiled by Cllr Grevatt on the above were considered and with the addition of a couple of points that were suggested it was agreed to forward them to the County Council.
P93/09. HEDGE CUTTING NOTICES
The current hedge cutting notices issued were noted.
