MINUTES of a meeting of the PLANNING COMMITTEE held on Monday 1st March 2010 at 8.00 p.m. in the Parish Office, Arford Road, Headley

Apologies were received from Cllrs Burns, Parfect and Truelove.
P95/09. MINUTES
The minutes of the meeting held on 1st February 2010 were CONFIRMED as a correct record and SIGNED.
P96/09. DECLARATION
Members were reminded of their responsibilities to declare any personal or prejudicial interest that they may have had in any item of business on the agenda.
Cllr Grevatt declared a personal prejudicial interest in item P98/09 (d) as the applicant is an immediate neighbour
Cllr Stubbings declared a personal interest in item P98/09 (a) as the applicant is a neighbour in her road
Cllr Luff declared a personal interest in item P98/09 (f) as the applicant is a former councillor
Cllr Clifford also declared a personal interest in item P98/09 (f) as the applicant is a former councillor
P97/09. PLANNING DECISIONS
The following decisions were noted at the meeting:
a) 20662/059 Certificate of lawful use proposed use of land for the parking of motor vehicles ancillary to the existing uses within the trading estate, Broxhead Trading Estate, Broxhead Farm Road, Lindford (Headley Parish) PERMITTED
b) 27467/003 Two storey extension to front, Spire House, Picketts Hill, Headley REFUSED
c) 35278/013 Two replacement dwellings with associated garages (revision to 35278/012, Lower Coombe Farm, Churt Road, Headley PERMISSION
It was RESOLVED to write to Head of Planning and Development Services, EHDC to request why our recommendation that: The garage should be used for the parking of private vehicles and ancillary domestic storage only and for no other purpose, had been omitted from the conditions.
d) 33633/002 First floor side extension, Sedgewood, 69 Furze Hill Road, Headley PERMISSION
e) 22993/034 Three detached dwellings with shared tennis court (as amended by plan received 9/2/10, Opax Farm, Spats Lane, Headley - PERMISSION
P98/09. PLANNING APPLICATIONS
It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:
a) 52377 Mr Martin Single storey extension to side and pitched roof to front over garage, 23 Kay Crescent, Headley Down NO OBJECTION
b) 35965/019 Mr Chamberlayne Replacement stable block, Badgers End, Churt Road, Headley NO OBJECTION
c) 49780/004 Mrs Smith Replacement dwelling Heathworthy, Grayshott Road, Headley Down We OJECT to this application as it is contrary to Policy H10 with particular reference to plot size and average housing density. To allow the original plot to be divided in this manner would set a very serious precedent for other sites in Headley Down. The access track has been used in calculations for other applications in this vicinity and is also an access for 48 Fairview Road.

e) 34607/005 Mr Levin New porch to front and velux window to roof, Juniper Cottage, Beech Hill Road, Headley Down NO OBJECTION
f) 52450 - Mr Booth Conservatory to rear, Rosedale Cottage, Grayshott Road, Headley Down NO OBJECTION
f) 21985/011 Mr J Hadfield Certificate of lawfulness continued use of chicken shed and front water meadow for camping ground and recreation purposes, Mellow Farm, Heath Hill, Headley COMMENT - We do not consider that the applicant has demonstrated 10 years continuous use for this certificate.
g) 51363 Mr Proud Detached garage to front, 40 Seymour Road, Headley Down We OBJECT to this application as there appears to be insufficient room to enter and exit the garage. It is poorly located and prominently located and we are concerned how the construction and weight of parked cars would affect the roots of the nearby tree.
P99/09. DECISIONS ON LOPPING/FELLING TREES
The following decisions were noted at the meeting:
a) 24927/023 Crown lift to 6 metres without removing any branch with a basal diameter greater than 150mm on one sycamore in Hilland Wood and to the south east of 7 Perry Way, Headley - CONSENT
P100/09. APPLICATIONS TO LOP/FELL TREES
It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:
a) 52183/001 Mr Laird Prune one Lawson cypress, 4 Stonedene Close, Headley Down We are unable to comment as the plans provided are inadequate to identify the tree. We would be concerned that reduction to this tree could encourage wind damage to the other surrounding trees and we would like to see the Arboricultural Officers report.
P101/09. APPEALS
a) 39984/002 Single storey cafeteria/farm shop and office (as amended by plan received 21/8/09), Safety Autos Recovery Ltd, Broxhead Trading Estate, Broxhead Farm Road, Lindford (Headley Parish). It was NOTED that Mr & Mrs G Watt have appealed against the District Councils decision and this will be dealt with by an exchange of written statements.
b) 51928 Eight bay stable building following demolition of field shelter, Land west of Hammer Lane, Grayshott (Headley Parish). Mr S Wright has appealed against the District Councils decision and this will be dealt with by an exchange of written statements. Cllr Williams informed members that this appeal had been WITHDRAWN by the Inspectorate due to the lack of a Design Statement.
c) 51847 Mr L Pirie - Prune one horse chestnut tree, 1 Witherslack Close, Headley. This hearing will take place at Grayshott Village Hall on 10th March 2010 at 10.00 a.m. It was NOTED that Sally Priestly one of our tree wardens would be attending the hearing.
P102/09. HEDGE CUTTING NOTICES
The current hedge cutting notices issued were NOTED.
