MINUTES of a meeting of the PLANNING COMMITTEE held on Monday 14th March 2011 at 8.00 p.m. in the Parish Office, Arford Road, Headley

No apologies were received.
P99/10. MINUTES
The minutes of the meeting held on 14th February 2011 were CONFIRMED as a correct record and SIGNED.
P100/10. DECLARATION OF INTERESTS
Members were reminded of their responsibilities to declare any personal or prejudicial interest that they may have had in any item of business on the agenda.
Cllr Williams declared that as he is a member of EHDC Planning North Committee and may be involved in the consideration of a planning application should it come before the District Council, he could participate in the discussion of all items on the agenda but would not vote and reserved his position until such time that he heard the full debate at the District Council’s Planning Committee.
Cllr Luff declared a personal interest in item P102/10 (d) as he knows the architect.
Cllr Tregay declared a personal and prejudicial interest in item P102/10 (f) as members of his family live in the vicinity of the application site.

The following decisions were noted at the meeting:

b) 24344/004 – Two storey extension to side and first floor extension to rear, Fair View, Wilsons Road, Headley Down – REFUSED
c) 28282/008 – Conversion of loft space to existing oak framed garage to provide staff living accommodation: insertion of 4 veluxes and external stair, Hamilton House, Mill Lane, Headley – PERMISSION
d)36615/006 – Two storey extension to rear, The Old Corn Mill, Standford Lane, Standford (Headley Parish) – PERMISSION
e) 34206/017 – Two storey extension following demolition of single storey extension, The Old Timber Yard, Standford Hill, Standford (Headley Parish) - WITHDRAWN
P102/10. PLANNING APPLICATIONS
It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:
a) 51715/002 – Mr & Mrs Almond – Conversion of coach house to residential annex, Standford House, Standford Lane – NO OBJECTION provided that the application conforms to Policy H16 and that the section 106 agreement as described is entered into.
b) 53219 – Mr & Mrs Meredith – Raised roof line to allow roof space to be used for habitable accommodation, first floor extension to rear, porch to front and amended fenestration throughout, Hookley, Liphook Road, Passfield (Headley Parish) – NO OBJECTION
c) 52888 – Notification of householder application in a neighbouring ward – Mrs Mallett – Replacement larger porch to front and single storey extension to rear following demolition of existing, 101 Liphook Road, Lindford – NO OBJECTION
d) 21095/004 – Mr & Mrs Bailey – Increase in roof height with dormer windows to front and rear to allow conversion of roof space to habitable accommodation, single storey extension to rear and porch to front, Kwetu, Liphook Road, Headley – NO OBJECTION
e) 53227 – Mr & Mrs Paynter – porch to front and conservatory to rear, 4 Badgerswood Drive, Mill Lane, Headley – NO OBJECTION

f) 23564/032 – Mr M Cutmore-Scott – Variation of conditions 7 and 11 of permission 23564/030 to allow the music to continue until 1.30 a.m and the departure time extended to 2.00 a.m for guests and 3.00 a.m for staff, Cain Manor, Churt Road, Headley – We OBJECT on the grounds that this would disturb the quiet of the countryside and consider the original conditions to be appropriate to this location.

g) 49780/005 – Mr & Mrs Harrison – Conversion of garage into habitable space and new attached garage to front, Heath Worthy, Grayshott Road, Headley Down – We OBJECT as this is over development of a site that appears to be less than 0.07 ha contrary to Policy H10 (d) and consider the proposed parking arrangements are not in the spirit of providing 3 parking spaces as set out in condition 5 of the permission for 49780/004.
h) 20319/009 – Mr R J Neale – Widening of access and installation of electric sliding gate, covered glazed walkway to rear and alterations to door and fenestration, Apple Tree Cottage, Mill Lane, Headley – NO OBJECTION
i) 20319/008 – Mr R J Neale – Internal and external alterations to provide covered glazed walkway to rear, replacement front door, new windows to rear, refurbishment of kitch and bathroom, widening of access and installation of electric sliding gate, Apple Tree Cottage, Mill Lane, Headley - NO OBJECTION subject to the approval of the Conservation Officer.
j) 53226 – Mr S Johnson – Change of use of first floor from office to residential flat, 3a High Street, Headley – NO OBJECTION
k) 52105/003 – Mrs Murray – Retention of – the use of land as a travelling showpersons site including 1 no mobile home and 2 no touring caravans with the retention of an existing stable block including part use of dayroom and existing mobile home, Stallions of Substance Lodge, Fairlands, Grayshott Road, Headley Down – We continue to OBJECT to the siting of a mobile home and caravan for residential purposes as the site lies outside the development area and is in a Local Gap. No evidence has been provided to demonstrate that this application conforms to Policy H19. Also the applicant does not appear to be covered by the exemptions in Policy H14. We consider that the reasons for refusal for application 52105/001 continue to apply to this application.
l) 36766/015 – Mr Elsmore – Entrance gates with brick pillars, Wishanger Place, Frensham Lane, Churt (Headley Parish) – NO OBJECTION to the gates as long as there is no obstruction to the bridleway.
m) 20148/052 – Mr P Marshall – Two timber buildings for use as agricultural storage and stabling, Home Farm (Wishanger Park), Frensham Lane, Headley – We are unable to comment on this application in the absence of a more detailed plan showing the existing buildings and their current use.
P103/10. DECISIONS ON LOPPING/FELLING TREES
The following decisions were noted at the meeting:
a) 34164/003 – Prune one beech tree, Larkrise, Arford Road, Headley – NO OBJECTION
P104/10. APPLICATIONS TO LOP/FELL TREES
It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:
a) 24927/029 – Mr Taylor – Prune five trees overhanging the rear boundary of 8 Chestnut End from Hilland Wood, Hilland Wood, Fullers Vale, Headley – NO OBJECTION
P105/10. APPEALS
20136/042 – Display of non-illuminated free standing totem sign (amended plan received 20/12/10 removing dot matrix element from the sign), LMC, Sleaford Garage, Farnham Road, Kingsley. LMC of Farnham Ltd have appealed against the District Council’s decision and this will involve an exchange of written statements and a visit to the site by the Inspector. It was RESOLVED write to the Inspector and give support to the District Council’s reasons for refusal.
P106/10. CONSULTATION – HAMPSHIRE MINERALS AND WASTE PLAN
Members received the draft Hampshire Minerals and Waste Plan and it was RESOLVED that Cllr Williams with the assistance of Cllr Luff prepare a response from the Parish Council.
P107/10. HEDGE CUTTING NOTICES
The current hedge cutting notices issued were noted.
