MINUTES of a meeting of the PLANNING COMMITTEE held on Monday 14th June 2010 at 8.00 p.m. in the Parish Office, Arford Road, Headley

P13/09. MINUTES
The minutes of the meeting held on 10th May 2010 were CONFIRMED as a correct record and SIGNED.
P14/09. DECLARATION
Members were reminded of their responsibilities to declare any personal or prejudicial interest that they may have had in any item of business on the agenda.
P15/09. PLANNING DECISIONS
The following decisions were noted at the meeting:
a) 21985/011 – Certificate of lawfulness – continued use of chicken shed and front water meadow for camping ground and recreation purposes (as amplified by information received 4/3/10 and 26/4/10) – PERMITTED
b) 31741/004 – Two storey extension to rear and detached garage following demolition of shed, Cobden, Verner Close, Headley – WITHDRAWN

P16/09. PLANNING APPLICATIONS
It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:
a) 52600 – EHDC – Change of use of site to natural burial ground, involving new vehicle access onto highway, new parking areas, single storey reception area, stables/garages/store shed and provision of burial areas (revised scheme 26218/071), Site at Bowlswood Farm, Headley Road, Grayshott – NO OBJECTION but consider the kitchen facilities may not be adequate for the possible use of the building.
b) 52223 – Mr S Teague – two storey extension to rear, new door to rear, replacement of door with window and internal alterations, Old Cottage, Churt Road, Headley – NO OBJECTION
c) 52223/001/LBC – Mr S Teague – Two storey extension to rear, internal and external alterations including replacing a staircase, windows and door with reinstatement of fireplace, Old Cottage, Churt Road, Headley – NO OBJECTION
d) 52605 – Mr I Greenep – Detached double garage with games room over, Brambletye, The Hanger, Headley – NO OBJECTION provided it is for domestic ancillary use only.
e) 52624 – Mr & Mrs Bufton – Alterations to roof including dormer windows to front and sides to facilitate rooms in roof space and single storey extensions to front and rear, 2 Glebe Road, Headley – We OBJECT as we consider it over development of the site contrary to Policy HE1 and HE2.
f) 33565/010 – Mr A Joyce – New roof line to create additional habitable accommodation, demolish detached garage, extension to side (north east) to include double garage with pitched roof and two dormers to front, Wolfe Cottage, Pond Road, Headley – NO OBJECTION provided the extension conforms to Policy H16.
g) 52488 – Mr Sly – First floor extension over garage front, side and rear, 4 Embleton Road, Headley – NO OBJECTION
h) 30393/005 – Mr Crisp – Two rooflights to rear, Moorhouse Farm, Frensham Lane, Churt – NO OBJECTION provided conservation roof lights are used if this is a Listed Building (no Listed Building Consent received).
i) 30943/002 – Mr N Taft – Two storey extension to rear following demolition of single storey extension, Brockenhurst, Beech Hill, Headley Down – NO OBJECTION
j) 51930/001 – Mr M Hosmer – Ground floor extension to side and rear, Barfords, Standford Hill, Standford – NO OBJECTION
k) 34607/006 – Mr Levin – Two dormer windows to front elevation, Juniper Cottage, Beech Hill Road, Headley Down – NO OBJECTION
l) 50522 – Mr & Mrs Millward – Extension to rear with dormer window to side to create additional bedroom in loft space, Onahill, Arford Common, Headley – NO OBJECTION provided it conforms to Policy H16.
m) 26808/006 – Mr & Mrs R Marsh – Extension over garage to form pitched roof, new conservatory to rear following conversion of part of garage, Lavender Cottage, Verner Close, Headley – NO OBJECTION
n) 51814/001 – Professor Arnott – Change of use of agricultural land to the keeping of horses, and retention of mobile field shelters, Land west of Trottsford Farm, Picketts Hill, Headley – We OBJECT because there is insufficient information on the plans which do not show clearly the number and siting of the field shelters and whether in fact they are mobile. We also object to a caravan being stationed on the site.
o) 52618 – Mr S Rosling – Conversion of garage into habitable area, Grayling, Grayshott Road, Headley Down – NO OBJECTION
P17/09. DECISIONS ON LOPPING/FELLING TREES
The following decision were noted at the meeting:
a) 51264/TPO – Fell one Scots pine, Tall Pines, Sunnyside Road, Headley Down – REFUSED
b) 39456/001 – Prune one oak tree, 122 Seymour Road, Headley Down - WITHDRAWN
P18/09. APPLICATIONS TO LOP/FELL TREES
It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:
a) 49430 – Mr N Youl – Prune one sycamore, one yew, one blackthorne, three fruit trees and one bay tree, Burnside, Arford Road, Headley – In view of the conspicuous work proposed to be undertaken and setting of the trees we would ask that this application be referred to the Arboricultural Officer for his decision.
b) 33795/008 – Mr N Youl – Fell three cypress trees, Corner House, Arford Road, Headley - In view of the conspicuous work proposed to be undertaken and setting of the trees we would ask that this application be referred to the Arboricultural Officer for his decision.
c) 52647 – Mr N Youl – Prune four trees which overhang the garden of Burnside, Land West of Arford Road, Headley Headley - In view of the conspicuous work proposed to be undertaken and setting of the trees we would ask that this application be referred to the Arboricultural Officer for his decision.
d) 34330/005 – Mr G Wright – Fell one Scots pine and prune two trees overhanging Birkenholme Close (unknown species), Strathtay, 45 Furze Hill Road, Headley – NO OBJECTION
e) 33084/004 – Mr M Dowdle – Prune one eucalyptus tree, The Holly Bush, High Street, Headley – NO OBJECTION but care should be exercised during crown lifting and reduction to leave an aesthetically pleasing form.
