MINUTES of a meeting of the PLANNING COMMITTEE held on Monday 9th August 2010 at 8.00 p.m. in the Parish Office, Arford Road, Headley

P32/10. MINUTES
The minutes of the meeting held on 12th July 2010 were CONFIRMED as a correct record and SIGNED.
P33/10. DECLARATION
Members were reminded of their responsibilities to declare any personal or prejudicial interest that they may have had in any item of business on the agenda.
Cllr Williams declared a personal and prejudicial interest in item P35/10 (m) as he is a friend of the applicant.
P34/10. CHAIRMANS REPORT
It was RESOLVED to write to the District Council asking that any links to previous reference numbers be provided with planning applications.

The following decisions were noted at the meeting:

P36/10. PLANNING APPLICATIONS
It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:
a) 23725/051 Mr P Barley Replacement two storey dwelling (amendments to previously approved plan 23725/048), Wishanger Manor, Frensham Lane, Churt (Headley Parish) NO OBJECTION
b) 36615/005 Mr & Mrs Shaw Two storey extension to rear, The Old Corn Mill, Standford Lane, Standford (Headley Parish) This application is currently invalid awaiting a tree survey and will be resubmitted for comment in the future.
c)38364/001 Mrs S Crew Single storey extension to side, Hollywood, Furze Vale Road, Headley Down NO OBJECTION
d) 39974/002 Mr & Mrs A Morgan and Mrs T Kort Detached two storey dwelling with rooms in roofspace and detached garage to front (revision to 39974), Plot 2, 12 Seymour Road, Headley Down NO OBJECTION
e) 52842 Mr & Mrs Raw Single storey side extension to side with accommodation in roof space, Barn End, Wishanger Lane, Churt (Headley Parish) We OBJECT to this application as the proposal would detract from the dwellings rural aspect and also the dwellings to which it is attached which were converted at the same time. As such it would not be so aesthetically pleasing. We also refer to condition 8 of planning permission 21727/011 which states that no extension or alteration to any of the dwellings shall be made without consent as it is considered that further extension/alteration of the dwellings could result in an adverse effect upon the visual character of the development.
f) 51836/001 Mr & Mrs Linegar Retention of boundary fence following removal of hedge, 54 Churchill Crescent, Headley We OBJECT as the fence is not in keeping with the area and open plan aspect of the estate, and is thus contrary to Policy GS2 (b) and (c).
g) 52857 Mr Marshall Post and rail fence hedging and the siting of two mobile shelters for animals, Land west of Frensham Pond Hotel, Bacon Lane, Churt (Headley Parish) We have NO OBJECTION in principle but have concerns that it could interfere with the operation of the air strip. We have NO OBJECTION to the mobile shelters.
h) 52426 Mr & Mrs Chapman New orangery extension and decking to rear, extension at first floor to rear/side following the removal of balcony, 1 Birkenholme Close, Headley Down NO OBJECTION
i) 52855 Mr Whitfield Removal of condition 2 on permission ALR 11323 to allow the use for non agricultural employees, Laundry Cottage, Picketts Hill, Sleaford (Headley Parish) We OBJECT to this application for the removal of the condition as no evidence supporting its removal has been provided by the applicant.
j) 52105/002 (Notification of full planning permission in a neighbouring parish) Mrs Murray The use of land for the stationing of caravans for the residential purposes for 2 gypsy pitches with utility/dayroom ancillary to that use together with the retention of an existing stable block including part use of dayroom and existing mobile home, Stallions of Substance Lodge, Fairlands, Grayshott Road, Headley Down We continue to OBJECT to the change of use of land from agriculture to the siting of caravans for residential purposes as the site lies outside the development area and is in a Local Gap. Also no justification has been put forward or demonstrated to support gypsy status or the need for 2 gypsy pitches on this site.
k) 27891/006 Mr D Gibson Detached garage and store and two oak 5 bar gates to entrance, Trottsford Farm, Picketts Hill, Sleaford (Headley Parish) NO OBJECTION provided it does not affect the setting of this listed building.
l) 31211/003 Mrs Harris Two storey extension to side and rear incorporating single storey sun room, Brambles, 75 Furze Hill Road, Headley Down NO OBJECTION

P37/10. DECISIONS ON LOPPING/FELLING TREES
The following decisions were noted at the meeting:

P38/10. APPLICATIONS TO LOP/FELL TREES
It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:
a) 38564/004 Mr G Alger Fell 4 Scots pine in the rear garden, 10 Stonedene Close, Headley Down The trees are in a prominent position and felling them would change the appearance of the view considerably therefore this should only be considered if evidence of disease is found.
b) 39405/002 Mr G Alger Fell 3 Scots pine in the rear of garden, 9 Stonedene Close, Headley Down - The trees are in a prominent position and felling them would change the appearance of the view considerably therefore this should only be considered if evidence of disease is found.
c) 37728/001 Mr Stone Reduce 1 Beech by 25% to 30% and crown thin by 15%, 19 Phillips Crescent, Headley The tree can be seen from the highway and has some amenity value therefore we consider that crown thinning and possibly some crown lifting is acceptable but not crown reduction.
d) 20319/006 Mr R Neale Fell two conifer and one crab apple, Apple Tree Cottage, Mill Lane, Headley We have NO OBJECTION to the felling of the conifers but the crab apple tree should be retained.
P39/10. HEDGE CUTTING NOTICES
The current hedge cutting notices issued were noted.
P40/10. APPEALS
52105/001 Change of use of land from agricultural for siting of a mobile home and caravan for residential purposes (as amplified by information received 11/1/10), Stallions of Substance Lodge, Fairlands, Grayshott Road, Headley Down. It was NOTED that Mr and Mrs Murray have appealed against the District Councils decision to refuse planning permission and this will be dealt with by an Inspector at an Informal Hearing. It was RESOLVED to repeat our previous comment which was We OBJECT to the change of use of land from agriculture for siting of a mobile home and caravan for residential purposes as the site lies outside the development area and is in a Local Gap. We also totally disagree with the claim in the Design and Access Statement that this retrospective application has any connection with the travelling showmen at Fairlands, and we support the District Councils reason for refusal.
