MINUTES of a meeting of the PLANNING COMMITTEE held on Monday 10th October 2011 at 8.00 p.m. in the Parish Office, Arford Road, Headley

P44/11.            APOLOGIES FOR ABSENCE

Apologies were received from Cllr D Chamberlain, Cllr A Luff and Cllr A Williams and it was RESOLVED to accept these apologies.

 

P45/11.            MINUTES

                        The minutes of the meeting held on 12th September 2011 were CONFIRMED as a correct record and SIGNED.

 

P46/11.            DECLARATION OF INTERESTS

Members were reminded of their responsibilities to declare any personal or prejudicial interest that they may have had in any item of business on the agenda.

There were no declarations of interest.

 

P47/11.            PLANNING DECISIONS

                        The following decisions were noted at the meeting:

                        a)  26314/007 – Replacement gate and brick piers/flanking walls, Field House, Bacon Lane, Churt (Headley Parish) – PERMISSION

                        b)  24348/005 – Certificate of lawful development for the continued use of bungalow as an annex to Barford Farm, Barford Farm, Hammer Lane, Headley – PERMITTED

                        c)  28018/005 – Alterations to roof height to provide first floor accommodation, two storey extension to front, detached building for garage/workshop with ancillary accommodation/storage over following demolition of garage, car port and store (as amended by plans received 6/9/11), Larkfield, Headley Fields, Headley – PERMISSION

                        d)  51230/001 – Dormer window to front and external staircase to side of detached double garage (previously approved application 51230), Lindhaven, Linden Road, Headley Down – PERMISSION

                        e)  31560/004 – Addition of window to north east elevation, internal alterations (studwall partition to create new bathroom, Curtis Farm, Curtis Lane, Headley - CONSENT

 

P48/11.            PLANNING APPLICATIONS

                        It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

                        a)  52855/002 – Mr A Whitfield – Lawful development certificate for existing use – continued use of dwelling without agricultural tie, Laundry Cottage, Picketts Hill, Sleaford (Headley Parish) – We continue to OBJECT as we still consider insufficient evidence for continuous use has been provided.

                        b)  22993/036 – Elsmore Construction – Two detached dwellings (amendment to previous approves scheme 22993/085) (retrospective application), Opax Farm, Spats Lane, Headley – NO OBJECTION

                        c)  52820/003 – Mr & Mrs T Pull – Detached double carport to front, Amberwood, Headley Fields, Headley – NO OBJECTION

                        d)  53718 – Headley Public Utilities Society Ltd – Replacement two storey dwelling, double garage/store following demolition of existing single storey dwelling, garage and outbuildings (further tree details supplied), Openlands, Furze Vale Road, Headley Down – NO OBJECTION

                        e)  51039 – Mr G Sawyer – Single storey extension to rear with balcony over, 16 Stonedene Close, Headley Down – NO OBJECTION

                        f)  53800 – Mr & Mrs Elshaw – Conservatory to rear, Fairlea Cottage, 69 Fairview Road, Headley Down – NO OBJECTION

                        g)  24627/020 – Mr and Mrs Tulloch – Pond and associated landscaping, Kingsmead, Frensham Lane, Churt (Headley Parish) – NO OBJECTION

                       

P49/11.            DECISIONS ON LOPPING/FELLING TREES

                        The following decisions were noted at the meeting:

                        No tree decisions were circulated.

 

P50/11.            APPLICATIONS TO LOP/FELL TREES

                        It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

a)  39405/003 – Mr N Sviridov – Fell two pine trees (numbered 9 & 10 on application plan), 9 Stonedene Close, Headley Down – We make reference to the fact that honey fungus is present and that the trees are leaning towards the properties posing a potential danger to the occupants.  Should felling be allowed we request that replacement trees are planted.

b)  38564/005 – Mr G Alger – Fell four pine trees (numbered 1, 3, 5, 6 on the application plan) 10 Stonedene Close, Headley Down – We make reference to the fact that honey fungus is present and that the trees are leaning towards the properties posing a potential danger to the occupants.  Should felling be allowed we request that replacement trees are planted.

c)  50275/004  – Fell four silver birch trees, Hethelie, Kenley Road, Headley Down – NO OBJECTION

 

P51/11.            APPEALS

The following comments forwarded to the Planning Inspectorate on an Enforcement Notice appeal made by Elsmore Construction, Coachmans Lodge, Frensham Lane relating to condition 5 on planning permission 23725/044, the deadline for which was 27/9/2011 were ratified:  “We have only today become aware of the above appeal against an enforcement notice issued by East Hampshire District Council, as we were not notified directly by the District Council of this appeal.  The Parish Council supports the District Council in its requirement to uphold condition 5 of planning permission 23725/044 which requires the landscaping condition to be fulfilled which includes the requirement to demolish the original dwelling also known as Coachmans Lodge.  Permission for the new dwelling was only granted on the basis that it was a replacement dwelling as required by the East Hampshire District Local Plan Second Review.  It is likely that the District Council will have a member attending the public enquiry to be held on 14th February 2012.  We trust that you will be able to accept this late communication.”

           

P52/11.            HEDGE CUTTING NOTICES

                        The current hedge cutting notices issued were noted.
