MINUTES of a meeting of the PLANNING COMMITTEE held on Monday 12th December 2011 at 8.00 p.m. in the Parish Office, Arford Road, Headley

P66/11.            APOLOGIES FOR ABSENCE

Apologies were received from Cllr Luff and it was RESOLVED to accept this apology.

 

P67/11.            MINUTES

                        The minutes of the meeting held on 14th November 2011 were CONFIRMED as a correct record and SIGNED.

 

P68/11.            DECLARATION OF INTERESTS

Members were reminded of their responsibilities to declare any personal or prejudicial interest that they may have had in any item of business on the agenda.

Cllr Williams declared that as he is a member of EHDC Planning North Committee and may be involved in the consideration of a planning application should it come before the District Council, he could participate in the discussion of all items on the agenda but would not vote and reserved his position until such time that he heard the full debate at the District Council’s Planning Committee.           

Cllr Roffe declared a personal and prejudicial interest in item P72/11 (c) as he owns the trees in the application.

 

P69/11.            PLANNING DECISIONS

                        The following decisions were noted at the meeting:

                        a)  22993/036 – Two detached dwellings (amendment to previous approved scheme 22993/035)(retrospective application), Opax Farm, Spats Lane, Headley – PERMISSION

                        b)  20347/019 – Lawful development certificate for existing use – continued occupation of dwelling house by non agricultural worker, Vine Cottage, Bordon Farms, Picketts Hill, Sleaford (Headley Parish) – PERMITTED

                        c)  25552/001 – Two detached dwellings with rooms in the roof space, integral garages and landscaping, Holkham, Headley Fields, Headley – WITHDRAWN

                        d)  24627/020 – Pond and associated landscaping (as amplified by plans received 14/11/11), Kingsmead, Frensham Lane, Churt (Headley Parish) - PERMISSION

 

P70/11.            PLANNING APPLICATIONS

                        It was RESOLVED that the following comments on the planning applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

a)  EH121 – Grundon Sand & Gravel Ltd - Use of land for the importation, handling and re-sale of aggregates (retrospective application), Frithend Quarry, Grooms Farm, Frithend     - We have NO OBJECTION provided that

            i)          the use remains low key (as in the last 4 or 5 years)

            ii)         use ceases when sand winning ceases

            iii)        access must only be onto the A325 and not past Grooms Farm

b)  22107/019 – Mr A Daykin – Renewal of extant planning permission 22107/018 – single storey detached dwelling with integral garage, access and landscaping, White Chimneys, 2 Furze Hill Road, Headley - NO OBJECTION but in the absence of plans detailing the access arrangements, we are unable to judge whether sufficient sight lines can be provided.

                        c)  32744/010 – Mr B Abbott – Change of use of boathouse/store to fishermans hut and store, Lakes at, Frensham Lane, Headley – We OBJECT to this application as we are concerned that the use might intensify giving rise to problems, including commercial use of the fishery.  We are aware of the planning history on this site which led to a total of 9 planning appeals.

                        d)  22993/037 – Mr R Elsmore – Lawful development certificate for proposed development – use of roof void as habitable accommodation (plots 1 & 2), Opax Farm, Spats Lane, Headley – We are unable to comment on the legality of this application although we consider that it cannot constitute “habitable development” in the absence of windows which are specifically prohibited by condition 7 of the original planning permission.

 

P71/11.            DECISIONS ON LOPPING/FELLING TREES

                        The following decisions were noted at the meeting:

                        a)  52903/001 – Prune one sycamore tree, 5 Abbeydore Close, Headley – NO OBJECTION

                        b)  35935/003 – Prune six holly and remove one holly, boundary of All Saints Parish Church, High Street, Headley – NO OBJECTION

 

P72/11.            APPLICATIONS TO LOP/FELL TREES

                        It was RESOLVED that the following comments on the tree applications received from the Head of Planning and Development Services, EHDC, be passed to EHDC:

a)  51039/001 – Mr Sawyer – Prune one cedar tree, 16 Stonedene Close, Headley Down – NO OBJECTION provided the work proposed is accepted by the Arboricultural Officer

b)  53161 – Mrs E Kemp – Fell one eucalyptus tree, 7 Wheatsheaf Cottages, Arford Road, Headley – We consider that this tree should be removed and replaced with a more suitable native species and perhaps be more appropriately positioned.

c)  40135/001 – Mrs A Roffe – Prune one silver birch and one oak tree, 28 The Paddock, Headley – NO OBJECTION subject to the approval of the Arboricultural Officer.

d)  37350/007 – Mr R Walker – Fell a row of leylandii, 5 Pilgrims Way, Headley – NO OBJECTION

e)  21277/011 – Mrs Millard – Prune seven oaks and fell one oak, Archway Cottage, The Mount, Headley – NO OBJECTION provided the work is agreed with the Arboricultural Officer.

                        f)  24034/013 – Mr J Gray – Pollard one willow tree, Arbrook House, Arford – NO OBJECTION

 

P73/11.            DRAFT HAMPSHIRE MINERALS AND WASTE PLAN

                        Cllr Williams reported that the draft document was well prepared and there were no proposals for new sand winning in Headley Parish or on adjoining land.  Comments made by Headley Parish Council on earlier versions of the Plan have been broadly adopted.  His recommendation was to NOTE the document but make no representation at this time.  This was AGREED.

           

P74/11.            HEDGE CUTTING NOTICES

                        The current hedge cutting notices issued were noted.
